Position Description

Mathematica Policy Research has an immediate need for an experienced System Analyst. As a System Analyst you will design, develop, test, deploy, and maintain systems that support large scale survey and research projects. In this position you will work in conjunction with the IT Project Manager and other project and technical staff to design and implement robust business applications. Excellent analytical, design and software development skills, along with strong communication and interpersonal skills, and a positive attitude are essential. The System Analyst is also expected to be a thought leader who keeps abreast of current technologies and looks to be creative and innovative in architecting solutions. The position requires advanced working knowledge of object oriented design and development and programming frameworks and languages such as C#/VB/ASP.NET, Visual Studio, Web 2.0 and SQL Server. The successful candidate is expected to keep up to date with the technology landscape and best practices; mentor, coach and assist with the career development of junior staff; and participate in strategic planning and business development activities.

Responsibilities Design, implement, test, deploy and maintain line-of-business tools that run on the web, laptop, and handheld devices Evaluate and modify existing systems Work with internal project staff, external clients, and software vendors Maintain technical skills and stay abreast of technologies trends and best practices Assist in enforcing and improving existing development and QA processes Become a subject matter expert and product owner on one or more major systems Write and maintain documentation (e.g. memos, emails, technical specifications, system flow diagrams, application architecture diagrams, etc.) Participate in business development and strategic planning activities Prepare budget estimates Present at project meetings and to external clients Mentor, coach, and train junior staff May include supervisory responsibilities
Required Skills Bachelor’s degree (B.A.) or higher in computer science or related discipline Seven plus years and advance knowledge and skill in the use of several of the following software and programming languages (C#, .NET, SQL Server, Visual Studio, VB, ASP, ASP MVC, Java) Working knowledge of Word, Excel, Visio, MS Project, and PowerPoint Strong written, verbal, and interpersonal skills Ability to anticipate and identify problems and provide appropriate solutions Ability to be proactive, take initiative, and be innovative in improving work processes Ability to interpret a variety of instructions given in written, oral, diagram form and deal with abstract concepts Strong attention to detail and accuracy of work Ability to write technical documentation, business correspondence, and procedure manuals Ability to effectively present information and respond to questions from internal and external clients Ability to successfully handle pressure and meet deadlines in a fast-paced work environment Ability to adapt to change, delays and unexpected events.
Preferred Skills Seven (7) years experience in various programming languages used for website design and maintenance and database administration Knowledge of public purchasing contracts Knowledge of Interwoven TeamSite and SharePoint
